Thousands of high-income student loan borrowers are encountering delays in transitioning to the Income-Based Repayment (IBR) plan, jeopardizing their eligibility for tax-free loan forgiveness before year-end. The Department of Education and loan servicers are holding IBR transfer applications instead of processing them, creating a bottleneck that could force borrowers into taxable forgiveness post-2025.

Borrowers on the Saving for a Valuable Education (SAVE) plan remain in forbearance, unable to make qualifying payments toward forgiveness. The administrative gridlock highlights systemic inefficiencies in student loan servicing at a critical juncture for debt relief.
